Relationship to Local & State Government
| The Milwaukee County Federated Library System relates, as noted, to the
following governmental bodies: STATE OF WISCONSIN: The State of Wisconsin provides funding to the Milwaukee County Federated Library System (MCFLS) as detailed in Wisconsin State Statutes 43.24(a-c). The State of Wisconsin, Department of Public Instruction, provides administrative oversight to the functions of MCFLS. MILWAUKEE COUNTY GOVERNMENT: The Milwaukee County Executive appoints the seven-member MCFLS Board of Trustees. One seat on the MCFLS Board of Trustees is filled, as stipulated by state statute, by a Milwaukee County Supervisor. Milwaukee County government is the trustee of MCFLS state aid payments and provides fiscal oversight to those monies. CITY OF MILWAUKEE: The Milwaukee Public Library (Central) serves, on a statutory and contractual basis, as the Resource Library of the Milwaukee County Federated Library System. In that capacity the Milwaukee Public Library (Central) provides a number of specialized reference and materials support services to the other fourteen MCFLS member libraries. ALL MILWAUKEE COUNTY MUNICIPALITIES THAT FUND A PUBLIC LIBRARY: The following municipalities and their respective public libraries are members of the Milwaukee County Federated Library System: Bayside, Brown Deer, Cudahy, Foxpoint, Franklin, Glendale, Greendale, Greenfield, Hales Corners, Milwaukee, Oak Creek, River Hills, St. Francis, Shorewood, South Milwaukee, Wauwatosa, West Allis and Whitefish Bay. Those communities have voluntarily entered in a Member Agreement with MCFLS and have, therein, agreed to facilitate "open door" borrowing and other countywide cooperative library services. As parties to the MCFLS Computer System Agreement, those municipalities also share in the computer services provided by MCFLS. WEST MILWAUKEE: As the only municipality in Milwaukee County that does not fund a local public library, West Milwaukee has entered into a separate and special contractual agreement with MCFLS to provide for the use, by West Milwaukee residents, of other municipal public libraries. |
