The Public Libraries of Milwaukee County, through the Milwaukee County Federated Library System (MCFLS), are committed to ensuring that our web site, mobile app and digital resources are accessible to all users. This includes anyone relying on assistive technologies like screen readers, screen enlargement software, and/or alternative keyboard input devices used to navigate web-based content.
We are working to comply with the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA which are internationally recognized standards for web accessibility established by the World Wide Web Consortium (W3C).

MCFLS Web Site
This web site is conformant with the WCAG Version 2.1 Level AA standard.
- Used the Equalize Digital Accessibility Checker against our web site.
- Applied a consistent layout with clean navigation and margins
- Added a skip link to help users get straight to the main content
- Met requirements for color contrast on pages
- Added labels to forms and clearly identified required form elements
- Provided all images with an alternative text that is descriptive
- Properly labelled all tables
- Linked to accessible PDF and Microsoft Word documents
- Applied a responsive design where pages adapt and change to fit the width of the screen, while content does not break up
- Included an optional accessibility tool from UserWay, located in the lower left corner of any page. When you click on this tool, it opens up and provides access to options like increasing text size or text spacing, hiding images, altering the text to a Dyslexia-friendly font and more.

- Testing to ensure users may navigate through the web site using only a keyboard
- Testing the web site using the NVDA (Non-Visual Desktop Access) screen reader to have a more complete understanding of our accessibility. From there, we will make content and page setting adjustments for a better overall experience.
- Taking steps to create a Voluntary Product Accessibility Template or VPAT report. This will list the full compliance of mcfls.org by individual requirement.

Accessibility of Other E-Resources
The online content our libraries and library system license from third-party vendors for public use includes e-books, e-audiobooks, streaming music or video, databases and websites.
MCFLS prioritizes working with third-party vendors who are committed to improving their online products to ensure equitable access for users of all abilities, and who are working to be in compliance with WCAG 2.1, Level AA standards. It is important because MCFLS and our members are legally responsible for the third-party content we license.

Libraries with their own e-resource subscription, or who are considering a new subscription are advised to request a VPAT report and accessibility statement from the given vendor. MCFLS encourages member libraries to not pursue e-resource subscriptions when products do not meet WCAG 2.1 AA accessibility standards.
